Cooking together can be fun on a date, and that's one idea of something inexpensive to do on Valentine's Day.  

You can learn a lot about someone in the kitchen!  You'll discover something about their eating habits of course, but other odd things too like how clean they are.  I cooked with a guy once who cleaned up the whole time he was cooking, and that was a total turn-on for a neat freak like me.

I came across some inexpensive ideas to celebrate Valentine's Day - all under $15 - and cooking is on the list.

A Youtube cooking class could be fun with the laptop in the kitchen, and you can use ingredients from the pantry.  It's a heck of a lot cheaper than going out to dinner and fighting the crowds on Valentine's Day.

Other ideas that may help you save money on Valentine's Day:

Hit the bar, but go early when the Happy Hour specials are on, or look for other special events with drink specials.  And call it quits early.  Easier said than done, but worth a try.

A coffee date.  The coffee may not last long, but the conversation is the part that keeps going.

Ride a bike, go for a walk, play mini golf, or throw a game night.

All good ideas, especially if they're supplemented best by a dozen roses, right?  That may set him back more than $15, but we're okay with that.  :-)
