A mother was cleaning her daughter's room and found something that shocked her. Is this normal behavior for teenagers or should this girl be punished?

Last week I was putting away laundry in my 16 year old daughter's room and I found and adult toy in one of her drawers. I wasn't snooping. It was in the back of her sock drawer and my hand hit it so then I pulled back the socks. I was shocked and immediately told my husband. He wants to ground her. I don't think that is the right thing to do. But I do think something needs to be done. I just don't know what. I didn't own one of those until I was in my 30s and had been married for a while. Why does a 16 year old girl need one of these? Is there an age requirement to buy one? I know for a fact she is not sexually active with a person. She is dating her first boyfriend and this has only been going on for a month. They have been to the movies and had public dates. Plus I have talked to her about waiting and teenage pregnancy.
My question is, how do I handle this? My husband is livid and wants to lock her up until she is 30. I'm curious if other parents listening have teenage daughters who use adult toys. I don't want to embarrass her. But I think this is too advanced for a 16 year old. She doesn't need to be experience those feelings at such a young age. I'm worried once she figures out what she likes, she be able to tell boys what she likes. Or is this a good thing that she is with herself and not some teenage boy with raging hormones. Please help. I have no idea how to handle this completely uncomfortable situation.
